A non-Armenian citizen may drive with an international driving permit only together with the national driving licence.
Foreign licences compliant with applicable international treaties are governed by Armenian road-safety law; non-compliant licences have additional translation/reciprocity rules.
Foreign national/international licences generally cannot be used for entrepreneurial/employment activity directly connected with driving, except international transportation; EAEU reciprocity exception does not cover Ukrainians.
Armenia has specific bilateral no-exam exchange arrangements with selected states such as UAE; no comparable Ukraine agreement was confirmed in current official sources.
